Baltic Gateway PLUS -
Tacis
The Baltic Gateway – Tacis part will enable partners from
Kaliningrad oblast to participate in the Baltic Gateway PLUS project on
equal terms. The main objective is to integrate Kaliningrad oblast in
the transport co-operation in the South Baltic Sea area and to promote
sustainable growth by preparing for the realization of key transport
projects. This will be possible trough the co-operation in the projects
Baltic Gateway and Baltic Gateway Tacis.
In close co-operation between the Baltic Gateway
secretariat and the Russian partners activities described below was
carried out within the Tacis project:
High Level Transport
conference in Kaliningrad
An International
conference November 26-28, Kaliningrad
"Kaliningrad - The
Transport Hub in South Baltic Sea area"
The aim of the conference was to discuss and highlight the importance of Kaliningrad as a
transport hub for transit goods and to identify bottlenecks for the
successful development such a hub. High level officials and politicians
from Russian stakeholders, operators and organisations will be invited
as well as representatives from the Baltic Gateway and SBS area.

Development
and presentation of a draft idea for an Intermodal terminal concept for
Kaliningrad Oblast.
The aim was to present an intermodal terminal concept for
Kaliningrad Oblast by identifying important transport hubs in the area
and defining the need for investments in ports/hubs and intermodal
infrastructure. The study will include the need of both “hard” and
“soft” transport elements such as; terminals for combined transport,
rail/road improvements, It-support, management systems, booking and
tracking services, interoperability of transport systems, joint
public-private activities, harmonizing of administration systems,
definition on needs for capacity building and definition of relevant
actors and stakeholders. EU policies on co-modality and intermodal
promotions centres could act as guidelines for the work. The study shall
results in a report outlining ideas for how a intermodal strategy could
look like for Kaliningrad Oblast as a whole.
Identifying bottlenecks for the corridor Kaliningrad-Moscow
Aim of the study is to identify bottlenecks related to
transport of goods along the transit corridor Kaliningrad – Moscow. The
transport of goods along the Kaliningrad and Moscow corridor is today
only taking a very small portion of the total transit of goods handled
between the Baltic and Moscow. The future potential for the corridor is
enormous considering that it also could play an important role for
transport of goods to and from Asia/China. The study shall identify both
hard and soft bottlenecks for the development of the corridor such as
bottlenecks in rail and road infrastructure, management system, border
problems as well as transit fees and different policies in the countries
concerned. The study shall outline proposals for reduction of
bottlenecks.
The Baltic Gateway PLUS - Tacis - Project is a part of the BSR Interreg
IIIB - Tacis joint project. The total budget 145,500€ where 128,500€ is
